Mr Augusto Marco Sebastião

Hydrology Task Force and Senior Technician in Angola's Department of Water Resources.

Augusto Marcos Sebastião was born on 12 May 1963 to Marcos Sebastião and Elisa Marcos Sebastião in Soyo, Zaire Province, Angola.

He attended primary school in School 203,Cabinda, Angola and then  ESBEC #41 (Saidy Vieira Dias Mingas ) in Ilha da Juventude in Cuba. He graduated from secondary school at ESBEC #41 (Saidy Vieira Dias Mingas) in 1982. Augusto then attended pre-university courses at ESBEC # 42 António Agostinho Neto from 1983 to 1985. He earned a degree in Geography from the University of Havana in Cuba in 1991.

He joined the Angola government in 1992 as a Senior Technician in Natural Resources and Environment in the National Institute of Physical Planning (INPF). From 1993 to 1998 he worked on an infrastructure rehabilitation project in the Angola Ministry of Planning. In 1998 he took up the post of senior technician for Urban Planning in the National Institute for Spatial Planning and Urban Development (INOTU), where he worked until 2000. He was then transferred to the Ministry of Planning's Directorate of Regional Development. From 2003 to 2005 he worked again at the National Institute for Spatial Planning and Urban Development in urban planning, and from 2005 until present serves as a Senior Technician for National Institute for Spatial Planning and Urban Development (INOTU) ,Gabinete de Informação Territorial (GIT).

Augusto is an Angolan representative on OKACOM’s Hydrology Task Force (HTF). He is also a member of Angola’s Interministerial Commission for the Okavango River Basin and the Technical Support Group for the Interministerial Committee on Watersheds.

Mr Valasco de Sousa Marcelino

Hydrology Task Force, Angola Department of Water Resources

José Velasco de Sousa Marcelino was born in Luanda, Angola on 16 August 1957 to Manuel Freitas de Jesus Marcelino  and  Suzana Arsénio De Sousa. He completed primary school in Luanda in 1970, and went on to finish secondary school at Escola Secundária Alda Lara, in Benguela in 1977. In 1984 he completed a course in agronomy in Chișinău (Kishinev) which was then part of the USSR. This was the period of perestroika (restructuring).  Chișinău is now the capital city of Moldova which became an independent country in August 1991.

From 1986 to 1991 José managed to continue his studies with courses in engineering hydraulic structures and hydropower stations. In 1991 he graduated with a degree in hydraulic engineering from the Technical University of Azerbaijan. That same year , Azerbaijan claimed Independence from USSR.

He returned to Angola and in 1994 José became Head of the Angola Department of Infrastructure. In 1996 he was the Technical Consultant for UNDP-HABITAT and in 2003 he was the coordinator of the MORAR VIANA II Project which was concerned with water supply and sanitation.

In 2004 José Velasco became a member of the technical group for energy and water in the Office for National Reconstruction. Since 2007 he has worked as adviser in the Angola Ministry of Energy and Water. José Velasco has been involved with many public works in Angola, including roads, bridges,  the waterfront infrastructure, water and sanitation projects.

He joined OKACOM’s Hydrology Task Force in 2007.
